During the early American development Pembina was part of Missouri Territory, Wisconsin Territory, Iowa Territory, Minnesota Territory, and finally Dakota Territory on March 2nd, 1861

At one time it extended from the White Earth and Missouri rivers on the west to the upper reaches of the Mississippi on the east.
